Purpose of the Action
The "Exoikonomo – Epicheiro" action aims to expand the use of Renewable Energy Sources (RES) and High-Efficiency Combined Heat and Power (CHP) to cover at least 25% of annual electricity and thermal needs.
Who the program targets
Small and medium-sized enterprises (SMEs) in the secondary and tertiary sectors, especially in sub-sectors such as private offices, commercial buildings, and hotels.
What are the requirements of the program
- The business must have been established by 31/12/2020, with an eligible NACE code for the initiative.
- It must have closed at least two (2) financial years of twelve months each before the date of electronic submission of the funding proposal.
- Active in the Greek territory, and to declare it as a place/places on the implementation of the activities of this action exclusively by Region. In a request for funding to indicate the Region in which you made the investment project.
- It must qualify as a Small or Medium-sized Enterprise (SME).
- To work legally with the proper licensing document.
- It should operate exclusively in one of the following forms: corporate/commercial entities: Société Anonyme (S.A.), Limited Liability Company (Ltd), General Partnership (G.P.), Limited Partnership (L.P.), Private Capital Company (P.C.C.), Sole Proprietorship, Social Cooperative Enterprise, Cooperative, and must keep simplified or double-entry accounting books.
- There is no arbitrary construction or is not installed arbitrary use of the property and if if there is taken care of.
- To complete the conducting Energy audits, as shown by the proposed energy saving projects of the report results of the energy audit.
- If the application includes measures to improve the energy efficiency of building infrastructures and as required by existing legislation, a Certificate of Energy Performance (PEA) must be issued by an Energy Inspector registered in the Register of Energy Inspectors to substantiate the need for implementing the interventions.
- To achieve at least the minimum energy target,
- Only one (1) investment proposal per Tax Registration Number (TIN) can be submitted under this Action throughout the invitation’s duration (it is possible to upgrade more than one building within the same region under the same application/TIN).
- The business must not be undergoing bankruptcy, liquidation, or compulsory management.
- Not pending against the recovery of state aid after decision of the European Commission.
- To commit that the costs included in this funding application is not funded, join and will not be submitted for approval of funding to another project funded by national or community resources.
- The reasons for exclusion in Article 40 of Law 4488/2017 (A137/13.09.2017) must not apply.
- It must not be a problematic enterprise (as defined under state aid law according to Decision No. 2014/C 249/01).
- It must possess or commit with a responsible declaration from the Legal Representative that it will ensure appropriate infrastructures and services to minimize access barriers for people with disabilities until the proposal's completion, where necessary. Infrastructure includes both building infrastructure and electronic applications (e.g., websites and other electronic applications such as electronic information or service points).
- Ownership, usage rights, lease, or lawful establishment of usufruct over the property must be secured for a period of 3 years after the investment's completion for SMEs. The six-year period is calculated from the date of the proposal's inclusion decision.
- For expenses falling under the General Block Exemption Regulation, the planned action must meet the incentive character and, therefore, must not have started before the funding application submission by the beneficiaries under this invitation. The overall project and individual actions are subject to cumulation conditions as specified in the de minimis regulation and General Block Exemption Regulation 651/2014.
Energy target
For each project submitted and subsidized under the program, the minimum energy – environmental target is specified as follows:
- Reduction of CO2 emissions by at least 35%.
- Primary energy savings of at least 35%.
- Upgrade the energy class based on the PEA by at least three (3) classes from the existing classification (or mandatory class B when a major renovation is involved) if upgrading building infrastructures subject to Law 4122/2013 provisions.
Eligible Expenditures
(a) Energy upgrade interventions
(b) Other supportive expenses (i.e., expenses necessary for drafting, submission, and monitoring of the application, as well as the final check of minimum energy targets), which fall under the De Minimis Regulation.
Energy upgrade interventions
– Eligible interventions include, indicatively, the following:
building envelope thermal Insulation of opaque building elements, replacement of Transparent structural components, installation shading systems.
– Lighting system, interior and exterior, absence / presence of users.
– Energy-saving systems for heating spaces such as boiler replacement of heat pumps, enhancement of thermal distribution networks, replacement of terminal units of new energy-efficient.
– Procedures for saving energy in refrigeration spaces such as the replacement coolers of modern technology, heat pumps or chillers, enhancement of thermal distribution networks, replacement of terminal units of new energy-efficient.
– Energy saving in ventilation systems such as replacing Air Handling Units with newer technology featuring energy recovery from discharged air, enhancing distribution network insulation, replacing fan units with more energy-efficient ones controlled by electronic devices (inverters).
– Procedures for saving energy in systems of hot water for use as boiler replacement of heat pumps, enhancement of thermal distribution networks, replacement of storage units of new energy-efficient.
– Installation operations of renewable energy systems, such as solar thermal systems, photovoltaic systems, energy storage systems, small wind turbines and geothermal A/T including geo-exchangers.
– Installation of automation systems, control and management at the local but at the central level.
– Systems to improve power quality.
Other support Services
The Action may fund the following supportive services:
– Energy Auditor services.
– Energy Inspector services for issuing Certificates of Energy Performance (initial and final).
– Development and Certification of an energy management system according to ISO 50001.
– Consultancy services for monitoring and management.
– Studies and research all forms necessary for the implementation of the report results of the energy audit relevant to the purposes of the Action.
– The eligible subsidized expenses for consulting/supportive tasks cannot exceed seven percent (7%) of the eligible total budget of the investment plan, with a maximum total amount of supportive expenses of €30,000.

Completion and Submission Deadline
As expiry date for eligibility of expenditure of the proposals set out in the 30.06.2025. The completion of the proposed proposals should be made to the above date.
Timeline
The implementation period of each proposal must not exceed eighteen (18) months. Verification requests should be submitted within the first nine (9) months from the date of the Inclusion Decision. Otherwise, the subsidized budget will be reduced by the amount that falls short of 30% of the subsidized budget.
