Eligible expenses are distinguished between those under regional aid and those outside regional aid.

The eligible expenses of investment projects, for which regional aid is granted, subject to specific terms and conditions provided by law, are as follows:

  • Expenditure on tangible fixed assets
  1. Construction, expansion, modernization of building facilities, special and auxiliary installations of buildings, and the landscaping of the surrounding area. Cumulatively, these cannot exceed 45% of the total eligible expenses. For investment projects in the tourism sector and greenhouse plant production, the rate is set at 60% for building expenses, while for investments in the logistics sector, the rate is 70% for building expenses related to such projects. Finally, for buildings designated as preserved, this rate rises to 80%.
  2. Purchase of all existing fixed assets for SMEs, under conditions.
  3. Purchase and installation of new, modern machinery and other equipment, technical installations, and internal transportation vehicles.
  4. Leasing expenses for financing the leasing of new modern machinery and other equipment.
  5. Special & mechanical installations.
  • Expenditure on intangible fixed assets
  1. Technology transfer, purchase of intellectual property rights, exploitation licenses, patents, know-how, and unpatented technical knowledge.
  2. Quality assurance systems, certifications, procurement, and installation of software and business organization systems.

For large enterprises, eligible expenses for intangible fixed assets cannot exceed 50% of the total eligible expenses, while for SMEs, the limit is 75%.

  • Wage cost support
  1. Mandatory net increase in the number of Annual Work Units (AWU) compared to the AWUs of the previous twelve months from the date of submission of the aid application.
  2. The filling of job positions must occur within three years from the date of completion and the start of productive operation.
  3. Mandatory retention of job positions for at least five (5) years for large enterprises, at least four (4) years for medium enterprises, and at least three (3) years for small enterprises from the date of first filling the position.
  • Expenses outside regional aid
    1. Consultant fees for SMEs. These are supported only for new small and medium enterprises up to an amount of EUR 50,000 (up to 5% of the total eligible cost).
    2. Start-up costs for newly established and under-formation small and very small enterprises, up to 20% of the eligible cost, with a cap of EUR 200,000. For innovative small and very small enterprises, the limits are doubled.
    3. Research and development expenses (personnel, buildings, instruments, equipment, etc.).
    4. Innovation expenses for SMEs, covering up to 20% of the total eligible cost, with a cap of EUR 200,000.
    5. Process and organizational innovation expenses with a budget of up to 10% of the total eligible cost and up to EUR 100,000.
    6. Environmental protection expenses.
    7. Investment expenses for energy efficiency measures.
    8. Investment expenses for high-efficiency cogeneration from renewable energy sources (RES).
    9. Expenses for energy production from RES.
    10. Expenses for installing efficient district heating and cooling systems.
    11. Expenses for the remediation of contaminated sites.
    12. Expenses for waste recycling and reuse.
    13. Expenses for vocational training.
    14. Expenses for SME participation in trade fairs.
    15. Support for disadvantaged workers.
