Applications have started for the action 'Enhancement of the Establishment and Operation of New Small and Medium-Sized Tourism Enterprises' on December 18, 2023, with the publication of the relevant invitation. This initiative aims to support tourism entrepreneurship through the creation of new very small, small, and medium-sized enterprises in selected activity codes (KAD) related to tourism, encouraging the establishment of new businesses. These businesses will not only contribute to increasing the capacity of the Greek tourism industry but will also provide quality and reliable services, enrich the tourism product, and contribute to job creation.
The total public expenditure for the action amounts to 160.000.000€ distributed as 35.200.000€ in transition regions (Attica and South Aegean) and 124.800.000€ for less developed regions (North Aegean, Eastern Macedonia and Thrace, Central Macedonia, Epirus, Thessaly, Western Greece, Crete, Western Macedonia, Ionian Islands, Sterea Hellas, Peloponnese).
Purpose
The purpose of the initiative is to support the establishment of new SMEs in the tourism sector under selected KAD codes and will be implemented with resources from the "Competitiveness" program of the National Strategic Reference Framework (NSRF) 2021-2027.
Eligible Beneficiaries
Eligible beneficiaries within the framework of the program may include newly established and under establishment micro, small, and medium-sized enterprises that will operate or are operating in the tourism sector.
Start-ups: Businesses that will be established from the date of the announcement of the action until the first disbursement of the grant and will operate exclusively in the eligible NACE code(s) throughout the implementation of the investment plan and until the completion of the investment.
Newly established: Newly established enterprises are defined as those that have not completed 12 months of continuous operation (from the date of commencement of the enterprise with the Independent Authority for Public Revenue (IAPR) until the date of the announcement of the initiative). It is noted that they must operate exclusively in eligible KADs of the action during the application submission, throughout the implementation of the investment plan, and until the repayment of the investment.

- Self-catering accommodations – furnished tourist residences
– Minimum number of residences: three (3)

- Furnished rooms – apartments for rent
– Classified in the category of 4 keys and above
– Minimum capacity of twelve (12) beds
Eligibility Conditions and Participation in the Initiative
The main eligibility criteria for a business to join the program are as follows:
BASIC REQUIREMENTS
1. | Installation or intention to install facilities within Greek territory. |
2. | The status of SME (Small and Medium-sized Enterprises). |
3. | Operation of the business in at least one of the eligible KADs of the proposed investment plan before the first disbursement of the grant. |
4. | Submission of only one funding application per Tax Identification Number (TIN) for this initiative. |
5. | Minimum score of 70 in the self-assessment of the investment plan based on the criteria set in the announcement. |
6. | For the implementation of the actions of this initiative, a declaration of location(s) exclusively in one region of the country and in areas where the same aid intensity applies. |
7. | Participation of a natural or legal person as a partner is not permitted if they already have a business activity in operation in the KAD (two-digit analysis) of the investment in the same or another region at the date of the announcement of the initiative. |
8. | For the implementation of the actions of this initiative, a declaration of location(s) exclusively in one region of the country and in areas where the same aid intensity applies. |
9. | Approved building permit in force, or application for its issuance, or pre-approval of a building permit, or certificate of building conditions, or at least a submitted application for pre-approval of a building permit or certificate of building conditions, if a building permit is required at the date of submission of the funding application. In cases where the investment plan includes expenses for building and other installations for which a building permit is not required, a responsible statement from the legal representative must be submitted, certifying that the issuance of a building permit is not required, with detailed justification. |
10. | Submission of a land use certificate for the aforementioned location of the investment. |
11. | Submission of documentation regarding the rights of use (ownership, usufruct, use/lease in effect) held on the property for a period of at least 6 years. The six-year period is calculated from the date of the announcement of the initiative. Specifically, for the construction of a building, the lease must be at least 12 years from the date of the announcement of the initiative. |
12. | Submission of proof of securing the Private Participation of the proposed investment plan at a rate of at least 60% of this. |
13. | To operate or intend to operate exclusively with one of the following forms of corporate/commercial businesses [Anonymous Company, Sole Shareholder Anonymous Company (MAE), Limited Liability Company, Sole Limited Liability Company (MEPE), General Partnership, Limited Partnership, Private Capital Company (IKE), Sole Private Capital Company (MIKE), Individual Enterprise, Profit-making Civil Company, Social Cooperative Enterprise, Law Firm, Urban Cooperative with Limited Liability, Urban Cooperative with Unlimited Liability, Profit-making Urban Cooperative, Notarial Company, Social Cooperative with Limited Liability (KOIN.SPE)] and maintain either single-entry or double-entry accounting. |
Eligible Expenses
Eligible expenses are divided into two categories: equipment expenses and service provision expenses.
Eligible expenses include additional investment costs required to achieve the highest level of energy efficiency. Costs not directly associated with achieving a higher level of energy efficiency are ineligible. The total costs should not involve improving building energy efficiency.
The eligibility date is defined as the date of electronic application submission, except for service provision expenses, which are eligible from the publication date of the call.

Budget, Implementation Duration, and Subsidy Rates
The subsidized budget for each investment plan ranges from 80.000€ to 400.000€. If the submitted investment plan has a budget lower than 80.000€, it will be deemed ineligible from the outset and cannot be submitted. The deadline for completing the funded investments is 24 months from the date of the Approval Decision. The funding rate for financing applications is uniform for all eligible expenses of the investment plans and amounts to 45% of the subsidized budget. The subsidy rate may increase by: a) 10% if the investment is made in a remote, fire-affected, or flood-affected area or small islands (according to the announcement) and/or b) an additional 5% with the declaration, upon submission of the funding application, of an employment target of at least 0.2 Full-Time Equivalents (FTE), in the first year after the investment is completed.
Applications for membership in the program have been started by the 18/12/2023 with the publication of the notice with the procedure to be completed on 29/02/2024
